How to complain from a seller deal to eBay?

Hi, on 5/12/2017 I bought a part from one the eBay seller for my car, and before ordering I contact the seller to select the correct part, and he asked me to send him my car VIN and details, and after that he gave me a price for the correct part and postage, and asked to contact him through his email, and because I needed the part urgently then he asked me to pay on phone by credit card  and he will post the part on the same day by express post. And got the part in few days. But after fitting the part my mechanic told me that the part is not working and looks that it’s not compatible for my car, and next day he took the part off. After that I was contacting the seller to getting a refund and to return his part. But always he wants to blame me. Now I want to refer this deal to eBay to solve my problem. But I didn’t find any contact information for complaining. Please advise me in this regard.
