Is it actually an eBay policy that a Seller is not allowed to post an item to a PO Box if in their listing it says otherwise? I have had Sellers who when I purchased their item which said "Does not post to PO Box" , but upon sending them a message, the Seller was happy to post to a PO Box. Yet I have a Seller now that says he won't post to a PO Box, because it's against eBay policies. Which is it?? Thanks.

It is up to the individual seller if they will post to a PO Box....nothing to do with ebay policy.
You would have to ask a seller why they will not post to a PO Box but they are not obliged to give you an answer.
If a seller uses a courier they cannot deliver to a PO Box unless it is StarTrack couriers.
As stated it's usually if a seller uses couriers and they do not deliver to PO Boxes.
Some sellers may be under an old premise of not having proof of delivery to a PO Box hence think it is not covered by eBay or PayPal.
