I've asked the seller for a refund and she told me this is normal wear. I told her I completely disagree, this shouldn't be happening after only 3 weeks of using it. No offer of a refund or replacement. What do I do next?

So long as you paid by Paypal, and it hasn't been more than 30 days pasy the last estimated arrival date by eBay, open a dispute via eBay's MBG (money back guarantee), if you win the case then the seller will have to pay for return postage.
If it's over 30 days then you can only open a dispute with Paypal for "item not as described/fauly" BUT unless you sign up for Paypal's limited return postage offer before you open the case, you will have to pay all the return postage yourself.
In either case do not return the item until either eBay or Paypal tells you to.
