Why are sellers allowed not leave feedback when you have purchased and paid for an item.

Why are sellers allowed not leave feedback when you have purchased and paid for an item, it is almost like being blackmailed to give positive feedback to the seller, As a customer I buy in good faith and always pay straight away and as such have honoured my part in the transaction. Ebay should make it mandatory to fill in positive feedback as soon as the item is paid for.
