Why does eBay assume the buyer is to blame when an item hasn't been payed for ?

I have been waiting for the seller to get back to me with a price on postage for the last three days. We have been emailing each other but as yet I haven't received an invoice............maybe because it is the weekend and most Post Offices are closed. What I can't understand is why does eBay assume that the buyer is to blame when an item hasn't been paid for. I received an email from eBay telling me to finalise the payment  for my item when there is nothing I can do until the seller contacts me. In my opinion you need to look at the way you treat people who are trying to do the right thing.
