How can eBay de-register a user with items still not delivered, then remove the undelivered listings which leaves the buyer no way of getting a refund???

Ebay deregisters sellers when they are proved to have fraudulent listings or have broken the rules in some way.
You should have received and email from ebay telling you that the seller is no longer registered and what you need to do to get your money back.
Just go to the Resolution Centre in paypal and open a dispute for Item Not Received. Mention that the seller is no longer registered on ebay....theis sometimes speds up the refund process although it is not guaranteed to do so.

According to that screenshot, the seller has posted them.
The latest time for delivery (on one of them) is 18th July according to ebay.

It is a lot less hassle to wait a few weeks than to jump the gun.....I didnt even look at the screenshot.

You should definitely wait until at least 3 weeks after the item is marked as posted, if you jump the gun and the seller has proof of posting you may not be able to get any refund should it go pesr shaped after that.
You have up to 180 days to make a claim through Paypal so there is no need to do anything until you are sure your item will not arrive. Sellers can be de-registered for any number of reasons often nothing to do with their customer service.

Thanks for the reply, appreciated, but as I said EBay deregisterd the seller and REMOVED the undelivered listings from MY purchased items WITHOUT notifing me in anyway (ie: no email, ph call or Dear Sam letter).
ie: they had totally disappeared from my EBay account.
I trolled back thru my PayPal purchases to find details on the removed listings.
All three items were from the same seller and marked as posted the same day as the purchase dates (more than 4 weeks b4 the deregistering).
The end result was I did lodge a refund request thru PayPal and all items were refunded.
Thanks to the forum community for offering up reasons as to why EBay would behave in this way.
