Why do they do this and what do they hope to achieve
Chaos as twin blasts rock Boston Marathon
Two bombs have exploded near the finish of the Boston Marathon, killing two people, injuring scores of others and sending authorities rushing to help wounded spectators.
There was a large explosion and a white flash. It blew us all back onto each other. It was so loud, I still can’t hear out of my right ear. I was crawling on the sidewalk, and my cell phone blew out of my hand. There were some really hurt people.
The explosions occurred as recreational runners were finishing, at just before 3pm local time (5am AEST). Television footage shows two explosions occurring metres from each other near Copely Square as competitors crossed the finish line.
Runners fell to the ground, which flowed with blood. Police arrived with bomb-sniffing dogs and hotels were put on lockdown. Reports say as many as 90 people were wounded, with some having limbs blown off.

.
This is a paragraph taken from the link.
"The brothers are ethnic Chechen Muslims who moved to the United States about a decade ago. Their social media pages appeared to express sympathy with the struggle of Chechnya, which has been ravaged by two wars since 1994 between Russia and increasingly Islamist-leaning separatist rebels.
The suspects' father Anzor Tsarnaev told Russia's Interfax news agency his sons had been "set up by the secret services because they are practising Muslims."
So your interpretation is that all Muslims not living in their home country are refugees? The way I read that paragraph is that they moved to the United States. Nothing about their refugee or any other status there.

They came here on a tourist visa, then sought asylum. Is seeking asylum the same as refugee status? I thought they were similar.
In April 2002, Anzor Tsarnaev apparently arrived in the United States on a tourist visa with his sons Tamerlan, 15, and Dzhokhar, 8 — now the suspects in the ongoing Boston Marathon bombing manhunt. Over time, the family gained asylum. Dzhokhar became a citizen.

I googled it. They are similar, but not the same.
Asylum seeker are people who leave their country only because of war or other civil disturbance, famine, natural disasters or in order to seek a better life.
A refugee are people who flee because of the threat of persecution and cannot return safely to their homes in the prevailing circumstances.

I doubt they are refugees... they went back home to visit.. if they were that scared they needed to seek asylum in another country then why go "back home" to visit??
apparently after they went back home the Russian Government told the FBI they had been hanging out with known extremists... the FBI questioned them twice after their return and found nothing...
and people wonder why some people here are so concerned about refugees and the possibility of an extremist coming in.... it is a real threat, maybe not a great one but a real one.
and they may not be coming in as refugees...

HI Cat, it was only the older brother that went home for a viist in 2011.
The younger brother was never questioned by the FBI.
