I was with someone in a police station last week, he went there willingly to answer questions, the first thing the officers said to him was" if you agree to come in and answer questions we will place you under arrest, this is for your own protection, should anything happen to you or should you require medical attention then we have the duty of care."
Maybe that's why Rolf was placed under arrest?

No. Rolf Harris was arrested on suspicion for sexual offences. Bailed to a date in May.
The UK police have interviewed a woman in Wollongong, NSW and another in Sydney in relation to the charges.
One of these women (the one in Sydney, I think) did a paid media interview in Aust.

At what point do you decide someone is guilty of a crime? When they are investigated? When they are charged? or if the are convicted?
