Can you be more specific? I have a couple of dgtec PVRs of my own and I am also an electronics technician but I simply don't understand your question. For example, the unit is in stand-by mode when it's plugged into the mains but not actually switched on, so what exactly is it that you are trying to do?
If it won't switch on, try new batteries in the remote, or press the main standby button on the front. If neither of those works, your unit is faulty and you'll have to ring the service agent Hills on 1800 189941 who will probably tell you to send or take it to their service depot in Sydney.
