If you paid with Paypal open an item not as described claim. You have up to 45 days after payment to do that.
If it's faulty, you do have the right to obtain a refund, but you'll have to send it back tracked for Paypal to issue it to you.
Send it back only to the address Paypal tells you to in this case, and upload the tracking info.
If you paid with a credit card directly, talk to your bank about a chargeback.
If you paid cash or bank deposit, you have no buyer protection, and will need to try to get the seller to refund.
