Hi there. I had the exact same problem! I have looked everywhere online and couldn't find a shadow of help. But I have hope - I solved it! I was using eBay mobile through the browser and also the app to check. Don't do this. Get on a computer or put the mobile browser in desktop mode. When you go to the item you'd like to purchase, click on purchase. This will automatically take you to the verification page. What they want is to give you a "robotic"/an automated call with a verification code/pin. After the call, a new page will prompt the code. Type it in. You should now be allowed to buy the product. It took me several tries, so don't give up if the first two times fail. A good internet connection also helps. I really hope this can solve your problem. It did for me 🙂 good luck!
