In general, you can have a refund after the last day of the estimated delivery if the item did not arrive (you have 30 days), and earlier if it arrived and is not as described.

You have to open a case. Do contact the seller if there is a problem, but if the seller is not helpful, open a case and don't let deadlines elapse.
