Have you contacted the seller yet?  That is the first thing you should do.

That may be your only recourse.....I think you may be out of time to open a dispute.  You only have 45 days from the date you paid for your item.

Don't rely on the ebay system to tell you that you have responses to your query you need to come back and check at least 

daily as the notification system is about a week behind the actual day of response.

How did you pay for the turbo?

what date did you buy it?

If you paid via paypal did you use a credit card to fund the payment?
