Does anyone know what Waybill Generated means when entering the tracking number on paypal package

I've been trying to track a package with the china post tracking number which the merchant says was sent by Paypal Package. When I enter the number in the Paypal Package tracking system it states "Waybill Generated". Its been like this for the past week. When I enter the tracking nmber in the China Post website it says it has no record of this number. Any ideas?

Same thing happened to me with same results. I am still waiting for delivery, but am beginning to have my doubts as when I contacted the eBay seller about this result they have not replied since I received the initial response of where to check the tracking number at.
