Buyer paid me via paypal with credit card. Paypal says I have to sign up for a business account

I recently sold my first item on Ebay

The buyer paid me via paypal with their credit card. Paypal emailed me to say I have to sign up for a business or premier account to claim this money since it was paid with a credit card.

is this true?

I can see the funds are on 21-day hold (which I gather is normal for new Ebay sellers) but I express posted the item anyway.

Will I eventually get my money if I leave my paypal account as personal?

Sign up for a Premier Account, which is a non business account for casual sellers.
