I bought goods from a seller using an ebay 10% discount voucher which was deducted from the seller's price.The Seller stated he cannot supply the goods and happy to refund. What amount will the Buyer be refunded, Seller's price less discount or Seller's price ?

Much like if you go to a supermarket on a Tuesday (last day of 'specials') and buy something
The next day you return it for a refund (specials on that item are over) because you discover it was the wrong brand/flavour/whatever and they don't have the one you meant to get in stock
You would only be refunded the on special price (price you paid) not the 'regular' price the item has returned to
