When a seller refunds, does ebay promo voucher come into play

I bought goods from a seller using an ebay 10% discount voucher which was deducted from the seller's price.The Seller stated he cannot supply the goods and happy to refund. What amount will the Buyer be refunded, Seller's price less discount or Seller's price ?

The seller hits the refund button and you get what was paid.

However I had an item not arrive and I purchased using the discount and the refund I got was for the amount before the discount.

Just another loop hole for scammers I guess to make money on refunds 😞
