Why would ebay request paypal put a 21 day hold on payment made?

I bought an item and immediately paid via paypal. I hadnt noticed the seller had requested cash on collection.

The seller then advised that ebay had requested paypal withhold payment for twenty-one days.

For me this is unheard of....................surely I should have been advised by ebay if there was/is a problem. The seller is trying to get to the bottom of it.

Sounds like it is a new seller who doesn't realise that their payments will be held for 21 days, like all new or casual sellers. Just because it is not immediately available to the seller does not mean that they can withhold the item for 21 days, the money is still in their account so you are entitled to pick it up. They should be able to have the money freed when you give feedback to show it has been 'delivered'.

If the seller is able to refund the payment and then accept your cash payment on pick up this would be a better outcome. Ask them. It is generally better to pay cash on pickup anyway for both buyer and seller.
