Are business houses that accept payment thru paypal have the liberty to charge their customers commission that paypal imposes on them?

If this is so then customers will take other options to pay in lieu of using paypal

It's against policy to oncharge the Paypal fees seperately however it is permissable to build them into the price of an item.

It is also against policy to offer a discount for not using Paypal or discourage PayPal being used in any circumstance.
