Are business houses that accept payment thru paypal have the liberty to charge their customers commission that paypal imposes on them?

If this is so then customers will take other options to pay in lieu of using paypal

You can pay any way you want as long as it is acceptable to the seller.   But if the seller is a crook then you cannot get a refund through ebay or paypal if paypal was not used to pay them.

Any crooked seller will welcome you as a buyer with open arms and take you for every cent they can.

Most Australians know this so are happy to use paypal for payments.
