I assume you mean it is due to expire. If it's expired you can't use it anywhere.
eBay sellers cannot split currencies.
Which site they list on is the local currency it will be.
You can attach the visa card to your PayPal account and pay with PayPal.
PayPal will then take it from your visa if it is the only card attached or you specify which card to use.
That way you can buy in any currency and PayPal will convert.
