After clicking on the applications tab then trying to subscribe to any Apps, I receive the error message:

We are sorry. Applications are currently only available for users registered to certain sites.

What does this even mean? Is it possible to use these apps in australia?

Which tab are you speaking of? I can't see an Applications tab on eBay.com.au.

Are you perhaps looking on eBay.com? I can see that there is an Applications Center (https://applications.ebay.com/) there. This shows various eBay-cerified third-party apps - for US sellers, which would explain why you can't use them.
