The items you are selling a low priced and there is little if no profit on 99c items by the time you pay ebay fees, postage fees and paypal fees.
Maybe start you prices higher with the postage built into the costs with free postage option and trial various ways.
Look carefully at your invoice to see exactly what the charges are and make sure ebay have not made any errors.
