In the Seller Release Update 2016.
Ebay are changing the eligibility for Click and Collect. Youโll no longer need to offer free postage. Sellers who offer charged postage will be eligible. When the eligibility criteria is updated (over the next few months) ebay will notify you and automatically update all your listingsโฆto offer Click and Collect.
This means that every-one will be opted in.
Nothing about opting out.

Can I disable or opt out of Click & Collect?
If you'd prefer not to offer a Click & Collect service for your buyers, you can opt out altogether, or exclude certain listings.
To opt out of Click & Collect completely, go to My eBay > Site preferences > Click & Collect and select opt-out. You can opt back in at any time.
Steps to exclude listings from Click & Collect depend on the tool(s) you use.
To exclude listings usingโฆ | Here's what to do: |
Create a listing (Sell Your Item) form | Look for the check box in the Postage and payments section of the listing form. |
Business policies | Create a new policy with the same postage options, excluding Click & Collect, then assign the policy to listings you don't want included. |
Bulk edit tool or Selling Manager/Pro | Go to Edit field > Postage (domestic) and opt out the listings you don't want included. |
Magento | Apply a shipping policy with appropriate settings. The Click & Collect Opt-out option should be set to Yes. |
File Exchange | Update the File Exchange template to disable the Click & Collect field. |
