Opening it is easy, but running an effective business within the eBay guidelines and terms and conditions requires a little bit more.
Is this your proposed selling ID or just one you created to post with?
If you are new, may I suggest that you become informed about all of eBay's and those of your chosen safe payment method)'s terms and conditions, policies etc?
Exoplore the Seller centre. the site map and Customer support, then run a few trial listings and feel your way and then consider opening a store.
If you're not new, apologies and disregard all that LOL (well actually, don't disregard all of it cos if you had have exp[lored the site map etc, you would know how to open a store, so i guess you haven't done a lot of that stuff yet.

oh, and if this is your selling ID
have you got selling restrictions?
Cos they will still apply if you have a store, so the fact you can list 80 things in basic a store, doesn't mean eBay will let you iykwim, if your limit is 10, that'll still apply.
