Why am I getting invoiced for an insertion fee even thought the item has not sold, and if I end the item and re list it does that mean I pay the insertion fee twice>
i have a basic store, I should have 200 free listings without an insertion fee.

An insertion fee is just that, it is the cost of advertising your item for sale. If it doesn't sell you don't get that back as you have used the service and yes if you relist you will be charged again if you are not entitled to a free listing.
It is the final value fee that is charged when an item sells.
By the way do you realise that cash on delivery does not mean cash on pick up. It is a rather expensive Aus Post service that gives neither buyer or seller any protection.

Are you running auctions?
Free 200 for stores (except collectibles) is for BIN listings only.

OP is running 4 auctions currently, and is limited to 100 listings, I believe
OP, you really need to do some research on selling.
