Hi if you do not have  Passport or drivers licence is proof of Identity Card  with photo acceptable ?

Anecdotally, some are accepted, some aren't.

I think it depends on whether they are formatted the same as that State's drivers licence. Put it in as a DL and you might not have to upload a pic.
