When I click on accept this offer I get in red letters that this promotion is by invitation only. How do I get to use the promotion?

Did eBay send you an invitation on this ID to use it, or did you find the link listed online somewhere ? 

What were the t&c  (ie. stores only etc?)

As it states, you need to be invited and you are not invited this time around.

I can't get to the terms and conditions so don't know why I cannot use the promotion.

If you can't get to the T & Cs it means that you have not been invited to use the promotion.

Just wait....you will eventually get one.
