Like so many here I've had non-payment issues. I've been trying to sell a phone for several months now and the first non payer was kicked by ebay and ebay told me I could relist my item. The second item was a non-payer and I was able to relist again. Now it's the third time and a user with (0) transactions has won. I can see how this will go ๐ Does the dispute center work? Can I just cancel this guy after a couple of days of non-payment and do a second chance to a runner up?

Yes, apart from non payers, your phone is also a target for scammers
Relisting as a Buy It Now with Immediate Payment required may be the best way to list.

You can report them after four days for non payment and they will get a strike
And make sure you add them all to your blocked list
*IF* the most recent one is the same person who has opened a new account and you had blocks in place already, you can also report them for opening a new account to try to bypass your blocks
Make sure you do report the non payment or you will still be charged fees as eBay will consider the phone 'sold'

I think you'll just have to wait out the full 4 days, but you could probably make a second chance offer then.
It will probably happen that the second highest bidder's enthusiasm will have gone off the boil. They may have looked elsewhere and bought or they may wonder what is wrong with the phone that caused the other buyer(s) not to go ahead with it. People worry about paying 'too much'.
If I were you, I would just report the buyer for non payment and get your ebay fees back at least.
Second chance offer (you never know), and if that doesn't work, maybe pull the ad down for a few weeks and relist fresh next month.
Non payers exist and probably more so in categories such as phones (though that's a guess) so just hang in there till someone geniune comes along. But always claim fees back.

My point being it is *possible* that *this* 0 feedback person has 0 feedback because they opened a new account when they found the account the made the first fake purchase with was now blocked
People who make fake bids/purchases certainly would not be above pulling such a stunt and the OP should be made aware it is a *possibility*

My comment wasnt aimed at you, it was at the OP, who automatically assumed 0 was a problem,

I don't have the option anymore have waited 7 days and still ebay won't send the buyer a strike. What ive noticced is that you can cancel the sale and select buyer hasn't paid. Then it will relist the item.
