What is the promotional savings tab in the account activity and what was the promotion?

I have never seen it and no nothing about it but it looks like I saved $0.20 on a single seemingly random listing, ebay are so generous.

I got a couple of 5c savings the other month. I, too, have no idea what the promotion was, but I figure it's all I'm likely to get off them.

The only time I get a credit of listing fees (which for me is 20c) is when I list an item at auction and it doesn't sell. If I relist at BIN and it sells (pretty sure only within the first cycle, i.e. 30 days), I get that 20c listing fee credited back.
