Yes it is.
Do not click on any links. If you have reset ALL your passwords, do malware, antivirus and adware scans immediately.
If you want you can forward the email to spoof@ebay.com.au, or spoof@paypal.com.au, and in a couple of days they will tell you it is a phishing email and don't reply to it.
