stolen item

I sold a expensive designer coat which went missing in the US postal service. It had some unique faults and the same coat has now been listed buy an American seller. What can I do?

Payout

I have received a payout of 1 cent. The last time I sold anything on eBay was about 2years ago, why get a payout of just 1 cent. Doesn’t make sense.
