are you the buyer or the seller?
buyers can leave neg. fback for up to 60 days from date of sale.. after 60days NO fb can be left
Sellers can never leave neg. fback. for about 5 years now the only fb a seller can leave is positive f/b or NONE
however, if there is a non paying problem with your buyer you can use the dispute process to request ebay to issue them a strike and you'll get your final value fee back.
work within the system and all is ok, try working outside the system and it gets difficult

I have done this and registered a case, have noticed that the 'buyer' has purchased another similar item unpaid for as well, the seller had to leave 'positive' feedback about it, the resolution centre has done nothing for me in over a week, i have written for an upodate and they have not bothered to reply.
I want this fixed and this buyer 'striked' they are up to 3 positive feedback from 4 items, 2 of which they didn't bother to pay for or even reply to any contact at all.
Where is the support!!!!!!!!!!!!

If you have opened a dispute for non payment it is up to you to close it so the buyer will receive a strike. You can do this 4 days after you open the dispute.

All those sellers who left false pos feedback have risked having the comment removed and being given a policy violation recorded against their account so do not be tempted to do the same. Ebay do not do much about non payers but they give sellers the ability to help themselves by allowing them to block any buyer who has more than one unpaid item strike.
