transaction cancellation & refund

I am sure there was a rule somewhere clearly stating that if transaction needs to be cancelled after buyer paid (no item sent for one reason or another) the buyer 1st needs to agree to cancellation and then the seller refunds.  I am sure I have given a link to this rule on several occasions here, when buyers wanted their money 1st, but now cannot find it.  Has anybody seen it recently?

Thanks, but that is just info how to close transaction; like instead of going through NPB dispute.  There was a clear instruction that the buyer needs to agree to transaction before they receive refund.  i am talking about buyer paying $400 and almost immediately contacting the seller saying they made a mistake, missed crucial info, which was both in title and description (not to mention apparent in photos).  Now  they want to cancel, but wants money before agreeing to the mutual cancellation request.

if they have paid you can't lodge a NPB dispute.
You will have to refund their money (first) then ask them politely if they would mind agreeing to the cancellation so you can claim your FVF's back from ebay.

 

I don't think there is any rule as such. But if you dig your heels in and insist on doing it the other way around you could find yourself with a neg for the inconvenience.

It is the buyer who is causing the inconvenience.  Seller does not have to send out mutual cancellation; the seller is doing the buyer a favour.  Why should the seller refund and then hope the numpty buyer will click the right button - we are talking about some $50 in fees.  Unless I am going quite senile, I am sure there was a rule to that effect.  Where is phorum junkie?  Does she still come here?

A cancellation request message advises the buyer not to agree to it unless they have the refund. A lot of sellers had their own rule, as such, that the refund would only be issued once the transaction was agreed to due to not being able to get a FVF credit if the buyer didn't agree (at least, that was the advice most often given on the boards), but there's no speficic rule either way.

I thought that the message was only for SNAD & INR didputes, sellers used to say " close the case and I will refund", then never did and cases could not be re-open.  Isn't mutual canccellation different?

so if you don't send a cancellation what are you going to do? you can't file and UID as buyer paid? If I was the buyer I would not agree to cancellation until I was refunded either. Good luck.

Mutual cancellation is different, but it definitely advises the buyer not to agree until the refund has been received, which then probably gives a lot of people the impression that the chance of being refunded is compromised if they agree to a cancellation before being refunded. 

 

As you have a message from the buyer requesting the cancellation, if they decline the request you'd be able to contact eBay and get them to manually credit the FVF, because they will be able to see it was the buyer's request and that they had already technically agreed to it.
