Hi,
I have a new ebay account (validated) and have no pending bids or orders. When I click the "Commit to buy" button I get this message:
"To ensure that eBay remains a safe marketplace, we limit the quantity of items that can be bought or sold by a single account at one time. These limits may change over time and are determined by your previous site activity and overall performance.
Currently, your account has reached the limit for bidding and buying, but you can increase this limit by providing additional verification. Thank you for your understanding.
Please follow the directions below to continue."
There are no directions below just the code "{e61664-638989x}"
Any help would be appreciated!

How many orders have you COMPLETED recently. They add to the total.

Zero. This is my first ebay order.
Just made the account and validated it 3 days ago.
Had this error from the start.

A friend of mine has had the same issue, they have been on eBay a couple of years
Certainly sounds like a 'glitch' without an apparent valid reason at this stage

Did you get it sorted? If not, create a new account and try again. You just need a different email address (plenty of free ones around, like Hotmail or Gmail).
