wind back time

I was notified by eBay on Monday 17/02 that someone has overbid my amount for an item. The time left at that time was 17 hours. Today, 19/02 I checked to see if I have won or lost. The time left on this auction again was 17 hours. Has someone forgot to set the time or is this a normal practice? Mostly, is this ethical? I have noticed the same practice in the past. I should have been the winner of this item but because of this 'setting back the clock', who knows. Would this seller has something to do with this?

wind back time

It can happen that some places will show AEST but at others it has run off the USA time.

And with a time difference of 15-17 hours that is probably what has happened.
