Brooke has bedded almost all of the men on the show so that's why she looks more youthful and vibrant and alive. 
Taylor accidentally fell into a vat of Botox and contaminated dermal filler when she was chasing after Ridge (who has always loved Brooke more, just saying) in a cosmetics factory one day and that is why she looks weird.
