As to the comments about notes, TA probably had his policies written on the back of his hands – well they would fit, because obviously he has so few.

 Tony Abbott knowing allowed for someone to as claimed break the rules .That doesn't look good either imo.

Do you really have to ask that IS ?,  because if you do not appreciate the subsequent  "advantage" gained,  post debate by Abbott, you  are as bright as Rudd using prepared notes, and thus giving Abbott some  high ground as a result.
