I wouldnt believe a word the RSPCA has to say, there was a similar sounding situation here in SA with a private animal rescue "Moorook" In this case the so called abused animals were all recent resues that were being cared for.
The RSPCA seems to be going after no kill privately run shelters for some reason

You do not know what is the story; the person may have only just rescued the dog or there is something wrong with it. I have had dogs that just would not eat and had ribs sticking out.
I would not trust what is said in the newspapers, they always look for the worst and then twist the truth; I know of cases, which in reality were nothing like what was reported. There was a lady whose kennel property was raided while she was taking care of number of dogs actually belonging to a friend who was in hospital. All these long haired dogs were perfectly groomed and clean, but one had a bold patch where it chewed itself. The dog was treated for its allergy. But there was a big issue made out of the skin problem, and photos were taken of upset dog in some dilapidated disused shed. Of-course, the dog was upset when it was draged there by strangers with lights and cameras.
