He wasn't even taking pictures, he was riding his bike on the footpath, which he received 3 tickets for. Celebs love and even pay the paparazzi to photograph them when it suits their agenda for publicity purposes.

I think it is only one state which does not have a seatbelt law, but the others seem to be all different in regards to different ages. It seems very messy and confusing.

Not a kidman fan but I'd be pretty p*ssed too if that happened to me. looked like a pretty hard knocked, plus being a celeb would freak me out in the first few seconds with in the immediate danger that if was some loony attacking me.
