And how was he able to get close enough to knock her over. Wouldn't you think someone who knowingly rides a bike illegally on a busy city street would proceed with caution?

What he done was wrong, riding his bike on the footpath, for that misdemeanor he received 3 tickets for his stupidity.

Who took the pictures? I wasn't there so I have no idea, I would assume there would have been plenty of happy snappers about the Hotel waiting for any celeb to walk in or out.

I didn't see a camera on the pap who was lying on the footpath, yep he was a dill to cause the accident.

Yes, some do (they tip off the photographers where they are going to be appearing  at certain times etc) but a lot don't.

I think  Prince William & Prince  Harry ( when they were younger at  least and maybe some other Royals too) had an agreement with the UK press to agree to  a certain number of photo shoots a year, and they would be left alone the rest of the time.
