Ferrous and non-ferrous metals (steel and brass) can not be welded together.

yes brazing.

Brazing probably wont work either. Too much heat required to get the brazing rod to flow onto the steel, it would melt the brass first.

lead/tin solder will take as well as silver solder if yoi have the right flux. silver solder will give a better bond but you have to have the right flux.
