And the theory of mine is that they could fix it with one click, just ticking a box but they don't to make the board appear more lively than it is because everyone has to click on threads that don't really interest the person rather than hovering over it, dismissing the title as not interesting and thus not clicking on it.
the result is many more views than as if the hovering function worked.
