We did ask the plumber to come back and do a simple job for us, preferably before end of May 2013

OP does that mean the work done at  your property, wasn't actually connected to the flooding events at the neighbours property?

well, does that mean you too, didn't read the OP correctly? like I was told?

I think I have identified the basic problem here.  From the OP: CS posters are usually right up with this sort of thing.

In regards to "naming and shaming" the OP can lodger a formal complaint and if there are enough complaints about  a licenced trader, the minister will "name and shame".

The OP hasn't refused to pay, she hasn't denied she owes the $$. Maybe her financial circumstances have changed since the job was done, hence the offer of the payment plan.

What a choice: phone Fair Trading ( who answer the phone fairly promptly and have staff trained in these matters) or ask CS posters, none of whom claim any expertise with fair trading rules (with the exception of meep possibly).

Well technically he hasn't finished the job, he hasn't been back to complete the verbal agreement, to return and finish the agreed upon extra job.

Yes, that is one way of looking at it. The other way is the work was done to the satisfaction of the property owner, a bill would be expected, and money put aside for it..most people would have requested a written quote and have the money put aside first before engage a tradesman.

So the Op spent the money? But knew she owed it and has had 6 months to save for this?

Sorry Freddie but having had a plumbing business for 30 years I've heard all the excuses there are. If all clients wanted a payment plan tradies would go broke.

Don't engage the services of a tradesman unless you are prepared to pay....or at least speak about a payment plan in advance....not 6 months later. Maybe the tradie is chasing this now because he hasn't been paid by numerous other clients.

I just think about the predicament we found ourselves in recently, 2 in a family of 2 diognosed with cancer within 2 months of each other, that put a drain on our savings. No work, sickness benefits of $400 odd per fortnight, and that wasn't until all holiday's, long service leave, and sickness leave was used up.

OP good luck with whatever you decide to do, I hope you can sort this without added stress in your life.
