The first in the queue for compensation will be the insurance companies aiming to minimise their losses as a result of claims already lodged!

 You'd need someone versed in that area of law to know the answer to that very good question, however, i believe Government departments would be covered somehow in event of liability.

On 7:30 a Defence person said they are not sure they did cause it. Said not enough evidence yet to know.

   right. its just that they suspected it might be the case on thursday, i'm sure an investigation will take some time.
