The childs mother has more to answer for than the neighbour imo.
The neighbour could have called the police though, and if he had noted anything like this before that day, called Child Services.

I read the mother called out "enough"....but was she there the whole time or walked in on it? If she was unware how can she be held accountable?

I won't post the contents of the link as it could be disturbing to others. If you read it Twinkles, it appears to me the mother was there all the time. She put her obviously injured daughter (severe blow to the head) into a double stroller in the bedroom and failed to seek medical attention for her in the next 2 days when she died.
This wasn't a one off isolated attack on the girl either by the boyfriend
The mother pleaded guiltly to an offence related to the crime and got a reduced sentence by giving evidence against her boyfriend.
The mother allowed the abuse to happen imo. I
