What are they looting Laney?  It sounds awful and I didn't hear the interview but what if looting was a means of survival?

The person who was being interviewed was one of the aid workers in place there who was saying that the supplies which had been sent to assist were being looted by what they assessed were uninvolved persons.

Difficult to know how someone would be 'uninvolved' since the devastation was so widespread though I grant you 😞

Come to think of it I think I did hear something about looting emergency provisions.  That would be very wrong.  Raiding an abandoned shop to survive I think would be understandable.
