it depends, did you believe the promise in the first place?
I think that the promise/s to which you allude are political in origin and I strongly suspect that you did not believe them to begin with. I think that most people view political promises as a "wait and see" kind of thing, regardless of which party espouses them. To do otherwise is very naive given political history.
In saying that, I don't believe that any person/party purposely breaks a "promise" that they make, but as time and circumstances change and other circumstances about which they may not have been previously aware arise, they may be in a position where there is no alternative when consideration of their true role which is to administer to and for the greater overarching good.
However, if a person truly believes that a personal promise is intended, then no, neither party should take them lightly, particularly the promisor in the situation where the promisee depends on and trusts in that promise.
Some people can go their whole lives and never really live for a single minute.

don't know about whether a promise is something that should be taken lightly or not but making a promise or being made to make a promise is from my experience a really 'dumb' thing to do!!
Taking an OATH is a different matter altogether and definitely should never be taken lightly.
