In all rugby football league and union a tackle is allowed by a maximum of only 2 players and if an accident occurs to hurt or incapacitate the player being tackled both tacklers are held responsible. If more than 2 players tackle an opposing team player then they are sent from the field NOT until the end of the game but for at least one week depending on the severity of the tackle.
This might help to reduce the damage caused by this hideous ego filled game by men ( haha) with to much testosterone and money.

Your solution removes the ruck and maul from rugby union. Unworkable.
I actually think we need to acknowledge that accidents happen in contact sport. Yes he probably was raised slightly above the horizontal, but no more than happens every other week.
A tragedy for all concerned.
