Do undercover police encourage the pedophile to act out on something that might have been just a sick fantasy and not something that they would normally have taken any further than the internet?

Having said that, I do want them to keep an eye on these predators.

a fair judge would let him off with a warning, never to visit those sites and never carry out any of those fantasys otherwise if he shows up in court again for the same offence.. throw the book at him or something like that

the humiliation he's endured is enough punishment imo
